Project to project budget trnasfer

Can we do it as below in SAP-PS, if yes how to do this.

1. Create two different Projects having WBS hierachy of three Levels each

2. Give Budget to the First Project and not to the Second Project

3. Create Work orders for the Second Projectu2019s First WBS

4. But, the Budget affected should be of first Projectu2019s First WBS inspite of Work order created for second projectu2019s first WBS

Can we handel this with sub-projects concept in PS ? How ?
