suppressBex transport until development is complete

HI,

Query developed by end users.They are allowed to create their own queries.packages havee been created each specific group to do their own developments.

I am tryign to find out is there a way to supress so that we dont need to create a bex tranport until it is complete.

once query is done we change the class and embed them in a Bex tranport request.

I did see tranport mechanism switch on and off.will this help for my scenario.

the advantage of this to avoid the creation of several bex tranports until the object is really complete and ready to be moved.
