Creating Filters using RSPLAN in BW7.3

Hello all,

I got an issue in NW BI 7.3 System. One of our BI functional person is trying to create a "Filter" (Filter Object Planning) using RSPLAN. But there is an error popping up saying "This function is currently not available".

Need your suggestions and help in resolving this issue.
