DB Connect is implemented on ABAP Stack of WAS. There might be 2 cases depending either you have you BW based on same SD that you trying to connect to:
1. same DB: on BW side you need to 1st install Database Shared Library (DBSL).
2. different SD: DB specific client for the particular source database on BW server needs to be installed before.
