creating a batch schedule to handle a difficult situation

I am not sure if this is the right forum to ask this.

I would like to create a batch schedule to either:

1) run several times within a certain time frame. example - batch schedule runs every 15 minutes between 3 and 4 pm. I know that I can create 4 separate schedules that would do the same thing but I would to create only one schedule for this process.

or

2) when a file is placed in a certain application directory, the batch schedule starts.

I think the second option would be a event process but I cannot seem to find the event that would control this. when I checked the event list, I see 54 events all starting with SAP and the names of the events do not lead me to think that there in one that exists.

is it possible to create a custom event that would do option 2?
