Routing Operation Cost Relevancy blanking out

We appear to be losing the cost relevancy on the operation detail screen in CA02 (routing updates). That is, when changing a routing other than the costing relevancy, the costing relevancy checkbox on the operation detail screen is changing from X to blank.

Our logs do not show a change in this field so CA60 does not help. The problem is intermittent (translation we do not see the pattern).

Has anyone experienced this behavior and if so, find a cause and/or solution?
