Hi friends:
issue purchase order qty of 10000 pcs to a vendor for material M1 .
1) we want him to supply to two different plants 5000 qty to plant1 and 5000 plant 2 .
is it possible , if possible could someone what is the sequence of steps i need to do.

When u create 2 line items the plant address of 2 plants will be shown in PO.U can see that in Delivery address tab of PO.Only thing is while printing the PO,The ABAPer should write the logic in such a way that it has to print the plant address below the item so the vendor will know which plant it has to be delivered.

While creating a PO, you can create 2 different line items of same material and can mention 2 different plants in the PO
hence GR which is item dependant, will be with respect to line item level in PO
GR for first line item, will be made in plant 1
GR for second line item will be made in plant 2
Replicate this scenario in Quality landscape, you may get some hint. let me know if you need any more assistance.

one more follow up question.
I maintained Scaling for the material M1 in the condition records .
1-9999---$10
10000-20000---$9.
but when i am ordering M1 from the vendor , 5000 for plant 1 and 5000 for plant 2 .
In the PO it is not picking up $9 for material price since our total order quantity is 10000 it is picking up $10 @5000 for line 1 and $10@ 5000 for line item2?
Could you tell me how to get scaling price based on the total Quantity for the material.?

Please check by maintaining a scaling in header condition.
in item level if you maintain scaling, you are splitting 10000 qty of material in 2 line item, hence system will consider 5000 on a per line item basis, hence will skip scaling condition.
while in header condition, it should be 10,000 qty, which should pick up scaling parameters
