problem while creating outbound delivery. shows message no VL150

Dear SD Experts,

I am having a problem while creating the outbound delivery ,the delivery quantity is set to zero and the system shows an error (Only zero quantity of material 10033002077991 batch 09F03C0100 available) message number VL150 ,although the quantity was confirmed in the sales order and there is enough quantity in the storage location .*

i checked there is no open S.O against this. and partial billing is done for this.

There is no Storage location for this material becz it is consignment item.

checked MD04 sale order delivery.
