[SAP HR] PA0000 and IT0000 is not equal

Hi guys

I try to create new program for retrieve Action data

When I fetch data from table PA0000 it has 4 records, but in SAP GUI IT0000 it has only 2.

And another example is recorded in PA0000 = 2

But IT0000 have more than 2 records
