When you develop lot of workflows and activate , this transaction will be used to clear basically buffers. Also this can be called as a background job to run once in a day to clear buffer for more workflows development activities. This program is not advisable to schedule in production job.
IMHO, Basis team should run or schedule this transaction in development or test area to clear buffer
