Chart Tachometer: How to implement it in the Web Application Designer

The Case:

There's a one-row query with the results:

Characteristic: Company

Keyfigure: Target

Keyfigure: Actual

For example:

How can this be used to make a decent tachometer?

Or does someone have additional documentation about using/implementing the tachometer chart. I've been searching for days for some good documentation.

SAP BW version 3.1 with 3.3 addition.
