I don't know Why I need a cost center with cost of goods sold account when

I don't know Why I need a cost center with cost of goods sold account when I goods issue a Package material.

But I don't need a cost center in cost of good sold account for FERT finished goods.

Could anyone can tell me why?

Because I have to assign a cost center to cost of good sold cost element in cost controlling OKB9.
