Is Device removal of a disconnected device possible?

Good day Experts

I would like to inquire whether the FULL device removal of a disconnected device is possible or not. I have been trying to attempt it, but i have been encountering an alert that says "device removal not possible, device disconnected"

Is there a check or some sort of way in which we can remove a disconnected device?
