MM03- Display Changes- Only some user can see change list

Hello,

We are having issues with the "Display Changes" list on MM02/03.

We have 2 Inventory Staff that have the same securities. When one staff member makes a change to a Material and then save; he can see the changes on the "Display Change List". When the other staff member goes into MM02/03 do view the other staff members changes the "Display Changes List" is blank.

Any ideas what can cause his issue.
