last financial year PO should not be processed

Hi Experts,

If a PO got released in last financial year, then that PO should not be modified by the user in current financial year.

This is the requirement of our organization.

No new line item should be inserted or qty should not be modified if the PO belongs to last FY.

How to achieve that kindly suggest..
