sap note implementation considerations

Dear Experts,

what is sap note implementation in sap hr indian payroll

how to check wether the sap note implemented already or not.and how to check the data if it is implemented.

if any budget changes for 2011 has been implemented in sap or not?how come we can test it. after implementing snote how to check it wether it is working vine or not.

what is the differencce between snote and patch?

how to implement snote? in sap hr indian payroll... form 16 related and budget changes....

and please do confirm do we have any snote for ptax,esi....etc...
