SRM -- Shopping cart being rejected should not check the budget

Hi Experts,

Problem:

Shopping cart is hitting WBS and the WBS is exhausted/exceeded. The approver wants to reject it but SRM is not accepting the rejection because the WBS element budget is exhausted/exceeded.

Expected action:

1. Rejected shopping carts should not check the WBS budget and should accept the rejection and send it back to the requestor so they can accept the rejection

How to achieve this ??
