The img node "Objective Setting and Appraisals" is missing.
Note the path where we can find this note is TC: SPRO, path: personnel management -- personnel development.
This node should ideally be available between development plans and appraisal systems

As said by Mohan, through T code SFW5 please check if you have got below Business Functions Activated (In addition to EA-HR Enterprise Extension). It is these BFs activation status controls the display of OSA node in IMG.
CA_HAP_1
HCM_OSA_CI_1
Note: Most of the Business Functions once activated can not be deactivated. Hence, you need to analyze the business requirements appropriately and take a decision on activating business functions.

if not you can use PHAP_CATALOG_PA to work on Appraisal.

And what is the version of your system? I guess it needs to be ERP 6.0 or higher.
