Inserting/Deleting into Table T5U0P

In trying to insert/delete new records into this table I have discovered that there is no Maintenance View for this task and it appears the way to do it is via SE16 in a client that is open for CONFIG. However when I do insert/delete this way and save my change I'm not getting prompted for a Transport request and looking in my open transports I'm not seeing any reference to this table. If there is no Transport then how does your update in one client get populated in the other clients that aren't open for CONFIG?
