FM/BAPI TO Pack Outbound Delivery with not existing HU

Hi,

in my custom scenario i want to pack an Outbound Delivery for Returns with New HU printed.

I tried to use FM 'PROCESS_HU_INBOUND_DLVRY but can't use why use VL02 not VL32

and tried with BAPI_HU_CREATE -> BAPI_HU_PACK but this not possible cause I worked with WM.

How can do this without using BDC?
