Getting this error message from trying to refresh in the interactive mode for a webie report and it wouldn't pop up the list of values. Unless I give them Adminitrator permission anything I need ot give them on CMS?

I already give them application access,

universe access

connectivity access.

Webie runs just can't use the LOV for parameter. Any ideas?

You should provide "Use List of Values" privelege to WebIntellignece Report.

Go to Folder --> User Security --> Assign Security --> Advanced Tab ---> Add/remove grants --> Content --> WebIntelligence Report --> select "Use List of Values" as granted.
