I am trying to use Webi Rich Client to create a Web Service that I can consume in Xcelsius. I have the report, and when I right click on the block I want and select "Publish Block" I get a message that says "Connection refused: connect."
I can access the QaaWS happiness page on that server, so I thinkt he services are running properly. Any ideas?

What version are you on? Does the rich client version match the server?
Will publish block work for the administrator account?

FOUND IT!
I got the first time trying to publish the block:
u201Cconnection refused: connectu201D
I fixed this by opening Rich Client and click on u201CShow BI servicesu201D. Add a manage server. Click ok and close. Now you will see the server listed under u201CHost Serveru201D. Click on the dropdown arrow.
[for the money shot] u2014 UNCHECK u201CUse Session CMSu201D
You are now able to Publish the block.

I am having the same issue as Jamie. my version is XIr3.1 SP2.4 and get the same "informing" error:
"connection refused: connect"
While I try to Publish Block from richi. I am logged in as Administrator and Full Control is given to that account. Also I am importing an existing report from the repository so as to ensure it is on the repository. Any additional information will be greatly appreciated. Please don't make me open a support ticket (L2 engineers have already black listed me)

Two things to check :
1. Is document from which you want to publish correctly saved & exported to the CMS (WebI web service can only access report parts that are available on the CMS repository).
2. Has your user been entitled the right permissions? check the CMC permissions assigned to your user (or the group your user belongs to) has WebI application permission called "Enable Publish and Manage Document Content for this user" has been correctly granted for the user (check this item on the CMC Applications section). This name may not be so straightforward, but it actually controls who can publish report elements as web services from the Rich Client.
Last hint, you may also try to restart your application server (e.g. Tomcat) Web service publisher is connected to, as your issue seem to inform that web service management servlet stopped responding.

It should not be a question of licensing, and only about granted application permissions & rights.
This application permission is granted only to Administrators group members and members of users group called QaaWS Designer Users by default when you upgrade to XI 3.1 SP2 and above.
This has to be set in the CMC. Usually, rights are filtered to display only assigned rights (instead of all), maybe a reason why you cannot see it.

It seems indeed related somehow to the license keys you have deployed on these different server.
You should get in touch with your SAP Business Objects Sales representative (or technical account manager) to clarify what these licenses allow exactly to implement, as I do not know myself the detailed difference between Enterprise & Enterprise Premium. If you need to upgrade or transfer your licenses, I guess they will also be able to help.
I presume Technical Support should also be able to help you with this topic.
