Conditional x-position works in designer, not in application on same PC

I have designed a report that conditionally moves 3 text objects based on a couple of values. I know the variables are being populated and are calculating correctly both when run through CR designer and in the application. But in the application, the text boxes are not being moved.

Any ideas?
