Installing DS 3.2 in a clustered environment

We are in the process of installing DS 3.2 SP3 on Win 2008 R2 and want to set up a clustered environment. The install document mentions creating Windows clusters.

To take advantage of fail-over support for SAP BusinessObjects Data Services services in a Windows Clustering Environment, you must create a Windows cluster before you install the software (refer to your Microsoft documentation for details). If you choose this option, in the event of a hardware failure or Windows software failure, the Windows Cluster Manager will attempt to restart your services.

Is this the only way to creat a clustered environment for DS? My understanding is that for a Windows cluster, all clustered servers have to be on the same network. We have couple of application servers that are on a different network.
