During Installation "Create Java Users" failed

I try to install the SAP Solution Manager 7.0 EHP 1 (central system with maxdb7.8) on Windows Server 2008 R2 and the step "Create Java Users" failed. I had to run the installation with jdk1.5 because I did not find a place where I can download jdk1.4.2 for 64bit system. Can you tell me where I can download the right java verison or how to fix this problem?

The error occurs when instance is trying to start the R3Services with Error Massage: Java is not active.

File: UserCheck.58

Critical Error

Can`t read program properties -> internal program error (rc = -1)

Best Regards

    Hi,

    First of all installed Java 1.4 only. Link to download Java 1.4 is below:

    http://java.sun.com/j2se/1.4.2/SAPsite/download.html.

    Second make sure that Local User policy should be off.

    Thanks

    Sunny

      File: UserCheck:

      Critical Error:

      Can`t read programm properties -> internal program error (rc = -1)

      The System is running but R3Services is not active ( Message: Java not active)

      VMContainer ( Message: Java not active)

      I cannot complete the installation.

      I started a new Installation with the right Java version and the step "Create Java User" is still not running.

      The Error Message :

      File: dev_sapinst:

      *[Thr 2756] *** LOG QOI => NIPConnect2: connect (10061: WSAECONNREFUSED) [nixxi.cpp 2832]*

      *[Thr 2756] *** ERROR => NIPCOnnect2: SiPeekPendConn failed for hdl 0 / sock 1384*

      (SI_ECONN_REFUSE/10061; I4; ST; 192.168.X.X:3901) [nixxi.cpp 2832]

      Should install the Saprouter fo fix this problem?

      Thank you!!Best Regards
