Where can i find the details of notes & enhancements associated with the SP 19 released?

there are 3 links that came to my mind for your inquiry:

On the SP-Stacks particularly you can set your source release and targer (sp19), then there'll be a link with the side-effects report which I believe contain the information you're looking for.

You can generate side effect report from http://service.sap.com/swdc and check what all things has been changed in SP19.
