Erro intermitente status serviço SEFAZ RS 2.0

Boa tarde Senhores,

Estou com um problema na comunicação com a SEFAZ para o XML 2.0 secretaria RS.

A comunicação esta intermitente.

Quando não funciona, aparece o erro abaixo na moni.
