Maintenance transaction for Routes and similar objects

There is a requirement to change few customizing tcodes to maintenance transactions in Quality and Production clients because they are dynamic and require frequent updates. Example of such tcodes are:

• OVR1 – Define Transportation zones

• 0VTC – Define Routes for Transportation

• 0VRF – Route determination for Transportation

I have tried through SOBJ settings but it is asking for an Access key.

Does anyone know any other way to achieve this, example creating a custom maintenance tcode if it is possible, or any other way?
