delivery block

hi gurus,

I need a delivery block added for orders relating to all customers with terms of COD or CIA. Only when Accounting released the delivery block should the delivery drop in the warehouse to pack and ship.

They have change the request.

I need to amend to this request. I ONLY want FCIA orders to have this delivery block
