Dynpro or WebDynpro?

We are planning to develop a new transaction in a SAP ERP system. Now we have to decide if we develop a dynpro or a webdynpro. The new transaction should only run in the ERP- System. What is the recommended SAP strategy for new developments?

I found a sap presentation with the title u201Csap user interface strategyu201D and there is only webdynpro mentioned. Does is means that new developments independence from web access should be webdynpros and not dynpros?
