Dropdown list not passing values

I am working on a VC iview where I have a dropdown list that is not returning values. If I create a new form and re-create the dropdown list, it passes values fine, but when I transport this work up into my test environment, the dropdown list once again refuses to pass any values in either my development or test environments.

Has anyone else had this issue? How did you resolve it?
