Valuation record "NEW" does not exist

Our system ECC 6.0 / EWM 7.0 decentalized

From our main DC we have shipped X material. We GI the outbound in EWM which send the data to update ERP. We get the following Qrfc message

Valuation record 600-56003-7:88308 3003 NEW does not exist

How does ERP allow the creation of a UB stock transfer order t be created if the valuation type has not been extended to the ordering plant?

    the default for external procurement is set in customizing OMWC

    Beeing able to create a PO even while the accounting view does not yet exist can be seen as an advantage, as you can start the order process without having to wait until others have finished their work.

    If you have not active valuation category and valuation type for you ordering plant and for particular material then

    how system will restrict to user for creation of Ub stock transfer order/?

    you have to activate and assigen valuvation type to material
