I don't think it is possible in SAP. If you don't want them to look at it, just don't give them access. There are some 3rd party tools that monitor access at db level ex: IBM's Guardium.
Table logging would only tell you what was changed & who updated it. There is no functionality in SAP that tells you who read it & what information was read.
