Ways to decrease the cost of license

Hi to all.

I'm just wondering if we can do something on how to reduce the license cost if we do have hospital or school clients. I have no problem with regards the capability of SAP B1 in the needs of hospitals or schools. But in those industries (with a lot of auxiliary departments) would require a lot of users for just mere encoding of cost. Now, do we have solution on how we can reduce the license cost (apart from the discounts)? Please share some of your expertise regarding this matter.
