CRM transactions being marked for archiving

In CRM, how is the flag CRMT_ARCHIVING_FLAG being set in a transaction?

Any pointers will be greatly appreciated.

CRM_ARC_SALDOC_CHECK

this would set the flag to arcahvalbe if used in production mode.
