condition type

Hi experts,

first let explain you the scenario,my client knows the transporter at invoice level only,so my requirement is to maintain a condition type for that transporter at invoice level,but all the conditions are in disabled mode,so i could not able to maintain the condition at invoice level.how can i maintain the condition type at invoice level or tell me if any alter way exists. please help me out.
