Succession Planning 3.0 SP1: Can't add development plan

Hi,

In the details panel of the employee, there is a tab called Development Plan. It looks like it lets you add development plan. When I tried, the drop down list of development plan is empty. I assumed this needs to be configured in R/3. I checked the IMG for Talent but I didn't find anywhere that I can configure this. Does anyone knows how to configure this?

(I also checked the feature check list but I found nothing there).
