Budget check while Availability Control not activated

Dear all,

i can not save WBS element after trying to enter the settlement rule. System pops up error message "Error occured during budget check, see cost protocol". If my understanding is correct, this means that system is trying to compare with budget assigned to WBS. But the availability control seting is deactivated (Activation Type = 0" in OPS9). We do not use budget control in our system.

I also have error message "WBS Element <PR9999999> does not exist". But we have never created this WBS. I'm curious how system could raise this error message.

My questions are:

1. Is there any setting other than OPS9 that makes the system to check budget?

2. Although Availability Control in OPS9 is set to 0, if i try to deactivate Avail Control in CJBW, what would be the impact? Can it solve the issue?

3. Any idea how to eliminate the budget control message?

FYI, the WBS element does not have system message AVAC for now.

Appreciate your advices on this case.
