Planning Query - new lines for non existing combinations

Hello

Is it a possibility to put plan data for combination of characteristics not existing in the transactional planning cube? When I try to do that I am not able to transfer values. I am able to transfer values only for the existing characteristics. In my business scenario the user should be able to plan for any data and create the entry if necessary (sales in shop that will be existing in the future and so on).
