Release Strategy for Purchase Requistions

Hi

I am configuring PR Release Strategy, have the following issue.

Each Dept will create PR but the Release levels may vary. ex-In Production the Release will be done by say Shift engineer, Production Engineeer, Plant Manager while in HR case it will be done by just HR Manager.

What should be the Release Criteria in that case?
