Budget wroks with out Releasing . Why?

HI SAP Gurus,

I am FM-BCS config.

I have created budget for some GL in FMBB and

Have passed an entry in F-02.

Then i checked in FMAVCR01, it shows the Budget consumption in a good manner.

But thing is that i have not released the Budget. With out releasing the Budget, How system permits to pass the entry?

Kly advise me as to where i missed / wrong the setting....
