C4C - What's the difference between 'Check Permission' & 'Disallowed' of Contact permission field?

Dear experts,

There's a field 'Contact Permission' on Customer/Contact general information. I found no matter what i set the value to 'Check Permission' or 'Disallowed', the target recipient could not receive the email. And the not contacted reason is the same 'Contacting member isn’t permitted'. what's the difference between the values? and what will the system check when set to 'Check Permission'? so far, I didn't find any different.

'Check permission' status is an intermediate status which is used to disallow the contact of the customer until a decision is taken whether to allow a campaign to contact a customer is not. Simply put, this status does not allows the campaign to contact the custom er till you verify whether the customer can be contacted or not via campaigns. This this is stringent status which would make the customer not addressable by any of the communication channels i.e. Email, SMS, et c.. This is done as a check for compliance.
