Error "Payroll has not been run successfully for all personnel numbers"

Hi all,

Currently we are not processing payroll in the SAP system. Earlier we used to. Now we just send employee master data changes to the thrid pary payroll. But we get error "Payroll has not been run successfully for all personnel numbers" when trying to release the payroll area. Not sure why we get this error since we do not run the payroll in SAP. I unchecked the "Run Payroll" checkbox for the payroll area but i still get this errors. Appreciate any inputs here.
