Crystal Reports - Error detected by export DLL

A Crystal Report is failing with the error message "Error detected by export DLL".

I've narrowed it's occurrence down to when there are zero records returned in the report.

Here are the findings I have so far:

1. Error doesn't occur with all reports (Eg. Other reports can return no records without failing.

2. Error doesn't occur when exporting from Crystal Designer, only from running in CMC

3. Same error occurs regardless of the format (text, pdf, excel etc.)

4. There are no clues as to what's going on in the event viewer on the server

This is a Crystal Enterprise XIr2 environment. Any suggestions to fix this would be appreciated.
