how to add condition discount in PO header view in SAP SRM 7.0

Do you know how to add condition discount in PO header view in SAP SRM 7.0? Contract header view have this option, however PO header view not. It only possoible to add discounts in PO in item level, but we want to add this option to all PO in header level.
