Couldn't you just write a better text-editor in html or convince the customer that this is not the way to go
Webpages aren't really compatible with stand alone windows programs, so you probably need an activeX component to be able to do this. Did some quick googling but couldn't find an activex component doing what you need, maybe you got more luck
