purpose of Adobe Lifecycle Designer

I need to make changes to a standard Adobe form. before I start, I need to know:

- what type of changes can be made without relying on the Adobe Lifecycle Designer tool?

- what changes can be made without additional license from Adobe?

1) None

2) If you generate non interactive forms or reuse a standard interface, I think there is no extra licence costs.

Also no licenses payed if you are working in a non productive system
