i installed xi 3.1 sp3, but when i went to cmc to see what is the version by clicking ABOUT in the cmc window i am able to see this

about windows do not work correctly.
To check versions of the servers go to CMC>Servers, right click on the server and select metrics - you'll see real version number there.
There is no real way to check version of the web apps....
Logon into the CMC and under Servers, select the Central management server and use the context menu (right mouse button) to open the Metrics panel. The version number there corresponds to the latest patch.
In your case you should see something like:
12.3.0.xxxx
