I go to SQVI , i enter name , clcik create , enter title, enter comments , data source as table join, basis or layout mode, click ok , it hangs.
if i choose data source as table it works fine.
it is SAP 4.6B
any clue why it is happening ?

If you look at the OSS note, it clearly states that it is the problem of combination of your windows platform and GUI version /release.
It is possible to graphically define table joins within the SAP Query in InfoSets (transaction SQ02). This is also possible when you use the QuickViewer (transaction SQVI). As of Release 46B, the standard system contains a VB control that supports graphical join definition and join editing.
If you use GUI 7.10 or higher to try to define or change a join in graphical mode on a current Windows platform (Windows Vista or higher), the GUI hangs and you must use the Task Manager to exit the GUI.
You had to make manual changes for this OSS notes to your GUI version. There is also follow on note and other notes

We implemented this OSS note, but it did not help us for 4.6C... What we did was go to SQ02 and change the settings;In SQ02, there is menu path Settings -> Settings -> Uncheck the Graphical editor check box...
If you need a quick fix, I would turn off the graphical join editor in SQ02 and go forward. If unchecking the graphical editor doesn't work or you need the graphical editor for setting up joins, look at all the OSS notes and if the issues are not still fixed, raise a message.
