Important DDIC password check error at installation ECC 6.0

Gurus,

I am having trouble which is really different and weird I am not able to install ECC 6.0 SR3. its getting failed at "Test logon to SAP System QEC failed. SOLUTION: Make sure that the system is started, that the user DDIC exists and that the password of user DDIC is correct."

above all steps completed successfully. I am using "SAPinst Version 701_1 OPT (Jul 11 2009 05:48:52)" and using installation master is "SAP ERP 6.0 SR3 Installation Export Number 51033500_1"

I tried this but it never worked.

1. Make Sure System is Started.

2. Try lo login manually with SAP* and check the Status of DDIC user, if it is Locked out then Unlock it

3. If you are not able to login with any user then reset the password of SAP* through Database level and then login with SAP* and pass then try the same process.
